 President George W. Bush, Senators, Congressman, Congresswomen, House of Representatives, News Media, Mr. Harold Davis, Aleta Sindelar, Stanley Stringer, Dr. Francis Kelsey, Richard Torselic, and all concerned Americans.

 Health is the Crown Jewel to all Americans.  In 1986 S.P.P. Inc., President Joseph Liedl and Vice President Curtis Westover, met at the F.D.A. headquarters in Rockville, MD with Richard Torselic to discuss and receive compassionate release of Procaine-PVP.  Richard Torselic said we could have release the same day.  Richard Torselic summoned Dr. Kelsey and he left the meeting for about five minutes. He returned with Dr. Francis Kelsey, and she introduced herself and said according to the Hueper Studies PVP was a carcinogenic and caused cancer.  The meeting ended abruptly on that note.

 Mr. Harold Davis was asked by Richard Torselic to address and respond to this meeting.  He was given all the files, records, documents and all correspondence between Dr. Peter DeMarco on Procaine PVP.  Dr. Kelsey notes on the Hueper studies were also included.  We are asking why didn't Mr. Davis reverse this action and challenge Dr. Kelsey's decision about PVP and The Hueper studies so that we could receive compassionate release for Procaine-PVP.


 Several scientists such as Lindner and DeMarco including companies such as the GAF Corporation challenged PVP. A letter from the GAF Corporation, addressing this issue, was sent to the F.D.A. on our behalf giving the F.D.A. permission to use their master file on PVP to support us.  Still nothing has been done!  Dr. Hueper later admitted that his study on PVP was flawed and incorrect.  The PVP he used was contaminated and he also used the implantation route of administration to his rats.  Dr. Hueper implanted a pure power form of PVP under the skin of rats causing cancerous tumors.  The Drug Procaine PVP uses the I.M. route.

 Under the Freedom of Information Act, we are again requesting the following files; documents and letters pertaining to Dr. Peter DeMarco and the drug Procaine-PVP and all reviews, including the several meetings in N.J. with the Health Department and Consumer Affairs, all records and notes taken by Dr. Francis Kelsey which were detrimental to Procaine PVP.  Dr. Francis Kelsey gave these files to Mr. Harold Davis, who then passed them on to Aleta Sindelar.  What was Aleta Sindelar's involvement and why were these files given to her?  The personnel, who responded to our request to The Freedom of Information, requested that we ask Mr. Davis, Aleta Sindelar or Stanley Stringer to locate this file or files on Dr. DeMarco and Procaine-PVP I.N.D.2187.

 Dr. Kelsey was directly involved with Dr. Hueper, Dr. DeMarco and the GAF Corporation.  The GAF Corporation supplied the PVP used for testing by the Hueper Studies and in the drug Procaine PVP.  Dr. DeMarco, a research scientist, chemist and inventor tested the two batches from GAF it was not the pharmaceutical grade PVP.  Furthermore, it was contaminated! The two batches are available for further testing if needed, and they are labeled. Are these facts coincidental or a coincidence?

 The Hueper studies were the only tests with PVP problems.  Dr. DeMarco never used his PVP.  Last year Mr. Davis mentioned Enid Galliers who prepares the compassionate releases and presents them to Janet Woodcock.  After the last conversation with Dr. Kelsey, she mentioned this release and Janet Woodcock.

 PVP's safety record speaks for itself.  For decades hundreds of pharmaceutical drugs use PVP and using the inter-muscular application.  As far back as the 1940's, penicillin that was injected contained PVP .

 Mr. Davis, Aleta Sindelar, Dr. Kelsey, Richard Torselic and Stanley Stringer have some serious questions to answer.  I would like to ask; with all of the knowledgeable and professional people you have, why not act to reverse the decision by Dr. Kelsey on Procaine PVP I.N.D 2187?  You should all work together with the Secretary of Health and Human Service and the acting Deputy Commissioner of the F.D.A. to give unconditional release of Procaine-PVP.

 Dr. DeMarco as a Scientist, Chemist, discovered Procaine-PVP.  He worked hand in hand with the F.D.A. under the rules and regulations set forth by Congress for the F.D.A.  When a private physician discovers a drug, they must work directly with the F.D.A.  Dr. Kelsey was the investigator assigned to Dr. DeMarco.  In 1965 the I.N.D.2187 was terminated mainly due to the Hueper Studies.  Clinical studies on humans were to have taken place but the F.D.A. terminated them. As a Scientist and Chemist Dr. DeMarco pursued all materials and records on PVP back to the 1940's.  When the F.D.A. terminated I.N.D. 2187 due mainly to the Hueper Studies he knew something was wrong.  Dr. DeMarco was right.  The Hueper study was found to be incorrect and flawed.  Wolf Gang Vogel from the Jefferson University did a toxicity study on PVP.

 The toxicity study confirmed PVP's safety record for use in pharmaceutical drugs.  Mr. Vogel was told not to come forward with his toxicity study on PVP, if he did, his job would be in jeopardy.  He called and spoke with Dr. DeMarco.  He stated that beyond a doubt PVP was safe for use in humans.

 Dr. DeMarco's colleague, Dr. Weaver's wife, was treated in a hospital for a toe that would not heal.  It was to be amputated, so Dr. Weaver chose to use Procaine PVP for treatment.  After a period of time, her toe completely healed.  Dr. Weaver, after witnessing his wife's case, used Procaine PVP on his patients with unbelievable success.

 The conovat used to sterilize 100 needles unknowingly malfunctioned and these needles were used in the injections of Procaine PVP.  A Hepatitis epidemic broke out in Dr. DeMarco's and Dr. Weaver patients.  Two of the patients with hepatitis were released from hospital care prior to receiving care for Hepatitis, and both lost their lives.   The N.J. Consumer Affair, N.J. Health Department, The Patient Office in New Jersey has all the hospital records for all patients treated with Procaine-PVP by both Dr. Weaver and Dr. DeMarco. At the same time of the Hepatitis outbreak, the citizens of Trenton, N.J. were advised not to drink the water because of contamination. This was another contributing factor to the Hepatitis outbreak.

 The F.D.A. was aware of Procaine-PVP's use in New Jersey and Pennsylvania.  More than one Doctor used Procaine-PVP. The New Jersey Patent office had several individual case studies submitted to them.

 Jim Scheideler and Curtis Westover personally have seen many diabetic patients, who were taken to both doctors when all other means of medical care have failed.  They were given injections of Procaine-PVP and their limbs were saved and this improved the quality of life for many friends and family members.

 It is our belief, when Dr. Francis Kelsey clearly saw that Procaine-PVP was used to rebuild new capillaries and restores live to gangrenous limbs, it was beyond belief.  The F.D.A. and several personnel mentioned in letters, especially the ones that Dr. Kelsey read, who met and participated with The New Jersey Health Department, The Consumer Affairs, The courts of New Jersey.  Dr. Kelsey even testified and not one letter or document can prove any deaths from the use of Procaine-PVP by these two doctors.

 Harold Davis Said in one of our conversations that Dr. Kelsey is a very naive person about Procaine-PVP and was beyond belief by her and she knew no other way to handle Procaine-PVP effects on humans except in the way she did.  We all make mistakes but when confronted with true facts beyond a shadow of a doubt we should accept the true facts and act accordingly.

 We do not in any way or form dispute the F.D.A.'s responsibility for seeing that all Americans receive the best health care, medicine available to them, weather it be drugs, mechanical devices or etc.
