To Whom It May Concern:

Under the freedom of Information Act, we are requesting notes and documentation of meetings with Representative Richard Torelic, Dr. Francis Kelsey, S.P.P. Inc. President Joseph Liedl, and Vice President Curtis Westover. The meeting took place around June or July of 1986 at FDA Headquarters in Rockville, MD. We are also requesting a list of names, addresses and phone numbers of scientists, universities and companies throughout the world and the Unites States that have and are still testing and using PVP-Providone in pharmaceutical drugs and also all pharmaceutical drugs containing PVP since 1985. Also, pertaining to Procaine PVP I.N.D.2187, any and all letters between Dr. Francis Kelsey and Harold Davis. All Drugs used to combat the disease Diabetes, side effects, and to control this disease.

Finally, we want to know the supplier of PVP to Dr. Hueper for the Hueper Studies, including the Control No. and Batch N., also files of notes and documents between Dr. Peter DeMarco and Procaine PVP, documented and filed by Dr. Francis Kelsey who later turned these over to Harold Davis.

Health Care Reform for diabetes is the Crown Jewel to Americans.

Animal studies were submitted to the F.D.A. under I.N.D. 2187.

Dr. Kelsey, based on the Hueper Studies, terminated I.N.D. 2187 due to improprieties.

Under Federal Regulation set forth by Congress for the F.D.A. to follow, it states that when a private discovery is a doctor, she or he can use what they deem necessary to save and preserve life.

Procaine-PVP I.N.D. 2187 reached the stage of Clinical Studies on humans when the improprieties started to take place causing the, termination of I.N.D. 2187.

With over three decades of use in America, not one death was from the use of Procaine-PVP.

Dr. DeMarco, a scientist and doctor in the private sector, discovered Procaine PVP. As the producer and supplier of Procaine-PVP, his needle sterilization machine malfunctioned causing 100 needles not to be properly sterilized. A Hepatitis break out in his and Dr. Weaver's patients resulted in two deaths. The two deaths were from the un-sterilized needles not Procaine-PVP. Another contributing factor to these two deaths was; both of these patients left hospital care with hepatitis. At the same time, people in the area were also advised not to drink their water because a main water line ruptured causing contamination and impurities in the water.

Dr. DeMarco and Dr. Weaver used Procaine-PVP in both of their practices of Medicine. Dr. Weaver only started when his wife had a toe that would not heal. She was to have it amputated when Dr. Weaver and his wife chose to use Procaine-PVP for treatment. Mrs. Weaver's toe completely healed. Dr. Weaver started to use Procaine-PVP in his practice with unbelievable results. Health is our Crown Jewel.

Procaine-PVP is the cleanest and safest drug ever used on humans and not one death has occurred when it's used under the care of a doctor.

The F.D.A. improprieties such as PVP's record naming PVP as a fraud, naming Procaine-PVP such names as Povidone-Iodine, PVP Iodine as quackery is out right wrong.

Hundred of drugs for pharmaceutical use contain PVP, it's record speaks for itself with over seven decades of use i.e. Injected Penicillin contains PVP.

The Patent office has several human case studies submitted by Dr. DeMarco. When Health Care Reform is debated in Washington D.C. by the Senate or in The House of Representatives, we are requesting that the most serious health issue discussed is the treatment of Diabetes. We believe that eighty-five percent of all diabetic people with ulcerated sores or gangrenous limbs will be saved and even some of their vision restored. Jim Scheideler and my wife are diabetics, which fuels our endless determination to see that the truth will prevail.

Procaine-PVP was suppressed by the F.D.A. for decades. Unconditional release should take place as soon as possible. Until such action by the F.D.A., Secretary Tommy B. Thompson or Acting Principal Deputy Commissioner Dr. Schwetz, we request or ask that President George W. Bush, by Presidential Executive Action, The House of Representatives or the Senate, to give temporary legislation. We will continue our fight until the F.D.A. moves for an unconditional release, so that diabetics can live longer and have a better quality of life.
